For Permanent Construction OF Compost Plant NMC Asked By Maharashtra Pollution Control Board

A notice has been issued to the Nasik Municipal Corporation (NMC) regarding compost plant row by The Maharashtra Pollution Control Board (MPCB). The notice issued recently has asked the civic body to renew the bank guarantee of Rs 10 lakh till it obeys with the directions of the earlier.

The NMC is yet to comply with two orders issued by the MPCB to repair the inappropriate operation of the compost plant at Pathardi. Last October, a large number of fish was killed by the water that leaked to the Waldevi River from the leaching treatment unit of the compost plant through canals.

After noticing inconsistency in the operation of the compost plant, MPCB officers visited the plant and issued an interim notice to the NMC, asking them to hold to the norms and make essential changes within a year. The NMC is yet to follow directives proposed direction on October 31, 2011 and interim direction on November 30, 2011.

The MPCB had asked the NMC to make the construction of the leaching tank permanent in a year's time and to make arrangements for the drainage of the leaching plants in their premises. The MPCB had also asked them to manage the biogas plant repeatedly and to generate energy from the waste.

NMC officials said that they had submitted the first compliance on December 14, 2011 and a following one on January 23, 2012. They said that all the directives were followed excluding the renovation of energy from waste and the permanent construction of a bandhara (check dam) to prevent the flow of leach. The NMC had given a bank guarantee of Rs 10 lakh last December.
